Police say the 32-year-old woman turned right on an orange light at a four-way intersection at Ingham Road and Kings Road, on Thursday evening.
The driver of the other car - a 37-year-old woman - had to be cut free from the wreckage.
She is in a stable condition in Townsville University Hospital with spinal injuries.
